Under IIT's own axioms, a feedforward network scores zero. That verdict says more about the theory than about transformers — and possibly more about transformers than their builders would like.

Integrated Information Theory is the only major theory of consciousness that hands you a number. Giulio Tononi's framework, first published in 2004 and revised through IIT 3.0 (2014) and IIT 4.0 (2023), starts from a set of axioms about what experience is like — intrinsic, specific, unified, definite — and derives a quantity, Φ (phi), that measures how much a system's causal structure exceeds the sum of its parts. High Φ means the whole constrains its own past and future states in ways no partition of it can. On IIT's account, that irreducible cause-effect structure is not a correlate of consciousness. It is consciousness.

That makes IIT unusually testable against machine architectures, and the result for current language models is blunt.

Why feedforward means zero

IIT requires causal integration in a physical sense: elements must both affect and be affected by one another. A strictly feedforward network — information moving layer to layer with no path back — can be partitioned between any two layers without losing anything, because nothing downstream ever constrains anything upstream. Its Φ is zero, however many parameters it has and however intelligent its outputs look. Tononi and Christof Koch have made this point explicitly: a feedforward system can be functionally equivalent to a recurrent one and still have no experience at all.

A transformer's forward pass is feedforward. Attention is all-to-all within a layer, which gives it a look of dense integration, but the computation for a given token flows in one direction through the stack. Residual connections skip layers; they do not reverse them.

The autoregressive objection

The obvious rejoinder is that language models are not run once. Generation is a loop: each emitted token is appended to the context and conditions the next pass, and the key-value cache carries intermediate state forward across steps. Reasoning models extend that loop into thousands of self-conditioning tokens. Isn't that recurrence?

In an engineering sense, yes. In IIT's sense, probably not, for two reasons.

First, the loop runs through a discrete, serialized bottleneck — sampled tokens and cached tensors — rather than through elements that causally constrain each other within a single state. IIT evaluates the cause-effect structure of a system at a moment, and at any given moment the active computation is still a feedforward sweep.

Second, and more fundamentally, IIT does not evaluate software. It evaluates the physical substrate. Tononi and Koch have argued that a conventional digital computer, built from logic gates clocked through a von Neumann architecture, has negligible Φ no matter what program it executes — a perfect brain simulation included. On this view, the question "is this transformer conscious?" is malformed. The correct question is about the GPU, and the answer for current silicon is no.

That is a striking position: IIT is a computational theory in the sense that it is mathematical, but it is emphatically anti-functionalist. Simulating a conscious system does not produce one.

The problems with Φ

Anyone applying IIT to machines should know where it stands. Three issues matter.

Computability. Exact Φ requires evaluating every possible partition of a system, which grows super-exponentially with system size. It cannot be calculated for a brain, and it cannot be calculated for a large model. Practical work relies on proxies such as the perturbational complexity index used in clinical studies of disorders of consciousness — which measure something correlated with IIT's predictions, not Φ itself.

Counterintuitive verdicts. Scott Aaronson showed in 2014 that simple, obviously non-conscious structures — large grids of XOR gates, for instance — can be constructed to have arbitrarily high Φ. Tononi accepted the implication rather than revising the theory. Supporters see this as consistency; critics see a reductio.

Scientific standing. In 2023, 124 researchers signed an open letter describing IIT as pseudoscience, largely over its untestable panpsychist commitments and the attention it received after early results from the Cogitate adversarial collaboration. That collaboration, which pitted IIT against Global Neuronal Workspace Theory with preregistered predictions, published its results in Nature in 2025: both theories had predictions confirmed and others challenged, and neither emerged cleanly vindicated. The letter itself drew sharp responses from other researchers who considered the label unwarranted. IIT remains a live theory with serious defenders and serious critics. It is not a settled measurement standard.

Is recurrence a prerequisite?

IIT's answer is yes, and it is not alone. Victor Lamme's Recurrent Processing Theory holds that feedforward sweeps through visual cortex support unconscious processing, and that consciousness arises only when higher areas feed back to lower ones. The 2023 report Consciousness in Artificial Intelligence, by Patrick Butlin, Robert Long and colleagues, listed algorithmic recurrence as one of its indicator properties for exactly this reason.

Analysis. The convergence is worth noting, but so is the difference. Recurrent Processing Theory is a functional claim: feedback loops in the computation matter. IIT is a physical claim: feedback loops in the hardware matter. An architecture with genuine recurrence — a state-space model, a recurrent memory module, a system that iterates over its own latent state before emitting output — would satisfy the first and still fail the second on conventional chips. Neuromorphic hardware, in which physical elements reciprocally influence one another, is the only near-term substrate where IIT's verdict could plausibly change. That is where the theory predicts the interesting results would be, and it is a prediction nobody can currently check.

The bottleneck in the title is partly architectural and partly theoretical. Transformers route everything through a one-way stack. IIT routes everything through a quantity no one can compute. Until one of those changes, Φ offers a clean answer to the machine consciousness question — no — resting on a foundation that much of the field does not accept.
