# The Compute Bottleneck

For a decade, AI progress was sold as a story about algorithms — clever architectures, bigger models, smarter training tricks. That story is quietly changing. The real constraint on what AI can do in the next ten years isn't code. It's silicon.

Every leap in model capability since 2020 has tracked one variable more closely than any other: how much compute was thrown at training. GPT-class models, diffusion systems, the reasoning models now emerging — all of them scale with hardware access first, algorithmic cleverness second. And hardware doesn't scale like software does. You can't fork a fabrication plant.

**The chokepoint is physical.** Advanced chip fabrication is concentrated in a handful of facilities worldwide, most critically TSMC's fabs in Taiwan. Building a new leading-edge fab costs tens of billions of dollars and takes years — Intel's Ohio facility, announced with fanfare, won't hit full capacity until well into the decade. Meanwhile demand for AI accelerators has outstripped supply every year since ChatGPT's release. Nvidia's H100 and successor chips have shipped with waitlists measured in quarters, not weeks.

This has quietly reordered the AI industry's power structure. The labs that matter most aren't necessarily the ones with the best researchers — they're the ones with guaranteed compute allocation. Anthropic, OpenAI, Google, and Microsoft have all struck multi-year infrastructure deals precisely because algorithmic talent is portable but chip access isn't. A brilliant research team with no GPU allocation produces papers, not products.

**Three pressure points compound the problem:**

- *Fabrication capacity* is a multi-year build cycle bottlenecked by a handful of companies (TSMC, Samsung, and Intel's re-entry) and an even smaller number of lithography suppliers — ASML's EUV machines are themselves a chokepoint within the chokepoint.

- *Export controls* have fragmented the global chip supply, forcing a bifurcated market where the most advanced hardware is legally unavailable to entire nations, reshaping where AI development can even happen.

- *Power and packaging* — advanced chips increasingly need specialized packaging (like TSMC's CoWoS) that has its own separate capacity limits, so even chips that exist can be stuck waiting to be assembled.

None of this means algorithms don't matter. Efficiency gains — smaller models achieving what once took giants, better training techniques squeezing more out of the same silicon — are the industry's release valve against the compute wall. But the ceiling on what's possible is still set by fabs, not researchers.

The strategic implication is stark: whoever controls advanced chip manufacturing controls the pace of AI development itself. That's not a hypothetical for the next decade — it's already the operating reality of this one.
