1. No Mandatory Licensing — But a Voluntary Early-Access Framework

3. Enforcement Against Criminal Misuse

Section 4 directs the Attorney General to prioritize enforcement of existing federal criminal statutes — 18 U.S.C. §§ 1028, 1030, and 1343, among others — against anyone who uses AI to illegally access or damage a computer, or who uses AI in furtherance of another crime, including unauthorized breaches of public or private IT systems.
