# Fine-Tuning vs. RAG: Choosing the Right Approach for Local Models

If you're running an open-weight model locally and it doesn't know about your specific data — your company's documents, your puzzle archive, your personal notes — you have two real options: fine-tune the model, or give it retrieval-augmented generation (RAG). They solve overlapping problems in very different ways, and picking the wrong one wastes a lot of GPU hours.

## What Fine-Tuning Does

Fine-tuning takes a pretrained model and continues training it on your own examples, adjusting its internal weights. The result is a model that has absorbed your data into its parameters — it doesn't need to look anything up, because the knowledge (or more precisely, the patterns) are baked in.

Fine-tuning is the right call when you want to change *how* a model behaves: its tone, its format, its reasoning style on a narrow task. It's less reliable when you want it to recall specific facts precisely, because models don't memorize training data cleanly — they generalize from it, which means fine-tuned models can still hallucinate details even about data they were trained on.

## What RAG Does

RAG leaves the model's weights untouched. Instead, it retrieves relevant chunks of text from an external database at query time and inserts them into the prompt before the model generates a response. The model isn't recalling facts from memory — it's reading them fresh, every time, from a source you control.

This makes RAG the better choice when your data changes often, when you need traceable sources for an answer, or when the dataset is too large to fit into a fine-tuning run. It's also considerably cheaper to set up: no training run required, just an embedding model and a vector database like Chroma or Qdrant sitting in front of your local LLM.

## The Tradeoffs in Practice

Fine-tuning costs more upfront — compute time, a curated training set, and the risk of "catastrophic forgetting," where the model gets worse at general tasks while learning your narrow one. RAG costs more at inference time, since every query now involves a retrieval step, and answer quality depends heavily on how well your chunks are indexed and retrieved.

For most local hosting setups running on consumer or prosumer hardware through vLLM or Ollama, RAG is the more forgiving starting point. It's easier to debug — if the model gives a bad answer, you can inspect exactly which chunks it was given — and it doesn't require retraining every time your data changes.

## When to Use Both

They're not mutually exclusive. A common pattern is fine-tuning a model for tone and task behavior, then layering RAG on top for factual grounding. If you're building a cipher-assistant that needs both a consistent puzzle-generation style and access to an evolving archive of solved puzzles, that combination — not either technique alone — is usually what actually works.
